IDK, as much as I regard them as the same people I can understand those who don't. For one, I don't really care for civilian Setsuna Meioh but damn, she is a powerful sailor with amazing powers. On the other hand, Ami Mizuno is lovely but I don't care loads for Sailor Mercury. And, well, if we're talking original anime - the Starlights were many straight girls' crushes, and I don't think their female counterparts were ever that popular.
