My favorite superhero movie is Superman (1978) and Christopher Reeve does an amazing job of making both Clark Kent and Superman personas that he puts on - they're both exaggerated to make them seem very different and the actual person is somewhere in-between. I find that exploration of identity fascinating. And as part of being a teenager is defining your identity, you would think that there would be some really interesting ground to cover there in Smallville, but it just didn't really do that. Of course, I gave up on the show after the third season, so. I got the sense that the writers couldn't quite decide which Superman they were building to and sort of ended up with this middle ground character. But, honestly, at the time, they weren't going to do a show around the Superman mythos without it being firmly centered on Clark Kent and/or Superman. Now, with Gotham (TV series) and Joker (2019) and Loki (TV series), a series centered on someone like Lex Luthor or Lois Lane, with Clark Kent/Superman being much more peripheral, seems more feasible.

Dawson's Creek is pretty heavily structured around Dawson Leery. Maybe he could be the somewhat creepy loner who films everything, but is more of an observer than participant. So they could keep a lot of stuff from his perspective, but not have him interact all that much with the other characters. Joey and Pacey could be friends with, I don't know, Cliff Elliot or the McPhees, who show up earlier, and Dawson could live close enough by to see and film.
