Yep. The difference is that killing fictional children doesn't make you uncomfy but fucking fictional children (or "barely legal" adults) does.

I was going to say this, I think kids are effectively immortal in all the modern Fallout games. However, I also have a vague memory of accidentally blowing the slave collars on the slave family in Cottonwood Cove in New Vegas, and I think two of them were kids? I'm not sure if I'm remembering that right.

You can't even kill kids in GTAV or RDR2.

Kids either don't exist or are un-killable in most games, there's probably some deliberately ~edgy ones that do let you, but for the most part kids are untouchable in every sense in most games.

I heard it's actually illegal (in a way?) for games to have killable kids. but I'm sure there are mods.

It might be one of those things that isn't technically illegal, but is considered very poor form to do, so everyone just agrees to avoid it. Like I'd bet money there's an indie or self-made game out there that lets you mow down kids too. And as you said: mods to do this probably exist as well.

I believe it's illegal in Germany, which caused problems for the OG Fallouts - kids could be killed, so they were removed from the European versions, which, due to how they did it, resulted in the games being broken.

Strictly speaking, the kids were invisible and untargetable. You could still kill the pickpocket kids by having primed explosives for them to pickpocket.

In the US (maybe all of North America? not sure) it's not illegal, but if a kid is killed in a bloody way then the game will need to be rated M. "Magical" kills are fine though. In one Japanese series I play, the latest installment featured a kid being run through with a sword in a cutscene, and the North American branch of the company completely redid the scene so he was killed with magic and no blood in order to keep the T rating the rest of the series has.
