I think that comes down to the fact that the rest of Sherlock',s foes in the books were criminals, and all crime tends to be petty in nature. Whether driven by greed, sex, or love, it's hard to be an impressive foe if you've offed Auntie Nibbs for your inheritance and now you're trying to cover that up.

Moriarty was onbviously still a crim i nal, but he had a grander scheme going. His intellect was the equal of SH, only he'd turned his mind to crime.
