There's a lot more interesting bad guys than Moriarty.

Charles Augustus Milverton
Dr. Grimesby Roylott (Speckled Band, the dude with the snake)
Jethro Rucastle (Copper Beeches)
Culverton Smith (Dying Detective)
and perhaps the most distressing of all - Baron Gruner (Illustrious Client)

But none of them are so well-suited to the role of season- or series-long Big Bad in the Buffy-inspired serial storytelling model that all TV shows have to use now

Internet streaming services seem to really think that viewers demand arc stories running through seasons

This doesn't mean that no tv show can deviate from current trends ever. And you can have story arcs without having a Big Evil Villain.

Gruner and Milverton both could be, actually. Blackmail is a crime that sparks other crimes/tragedies, so Milverton is easily in the frame, and Gruner is one step away from being a Bluebeard-style serial killer who could easily be responsible or tangentially related to several other cases of disappeared/disfigured/murdered women, especially using his noble status to get away with things other people couldn't.

They might even work as a bid bad duo, though I wouldn't want Milverton to try and blackmail Gruner, mostly because Milverton's end is already incredibly satisfying and I wouldn't want an adaptation to spoil it by having Gruner do it instead.

Both their ends are incredibly satisfying, actually. And neither really enacted by Holmes himself. Which might be why writers don't want to use them, because unless the 'hero' gets to do the deed it's worthless (never mind that two of the coolest and most hardcore lady characters in the canon come from those stories)

This. I strongly disagree with 1) the idea that Moriarty is the only worthy or interesting foe and 2) that Sherlock Holmes needs a "Big Bad" foe to play off of all the time.
