I'll add the manga Moriarty the Patriot is quite good too. It actually treats three characters as 'James Moriarty' (though William is largely intended to be 'the' Moriarty) who are trying to reform the country even as they together become known as the mysterious Lord of Crime. Other Holmes villains like Moran and Milverton make appearances, and it has one of the more interesting uses of Irene Adler that I've seen.
