Yeah, that's what I came here to say. Two thirds, if not all of them look like they would gave been working in a factory for at least 5-6 years in Victorian/Edwardian London. Or be regular gang members/beggars. They are much too old.

I'm going to be cynical and say they aged them all up to not have to worry about child labor laws and so they can have romances and sex scenes. Priorities.
