...I'm pretty sure that intelligence stays roughly the same throughout one's life (varying wildly by person) but with time they accumulate knowledge, discernment, and autonomy, and not always at the same pace.

Possibly in the teenage years one has accumulated more autonomy than knowledge and discernment and thus does things that would be considered less intelligent, since they couldn't try out those wacky ideas like "hey let's sneak the parents' car out after midnight and go meet up at a park that closes at dusk" (not speaking from experience here or anything) when they were, say, eight.
