One of the things that becomes clear in TCW is that Anakin never got to see a functional Republic.

You get the feeling that most of them haven't, but they've been living in the Republic as it is for so long that they don't even realize that it's decaying. It's just status quo. It hits Anakin harder because he came in from the outside and expected the Republic to live up to its ideals.
