Barrowman apologized for his on-set dick-waving over 10 years ago in 2008. It seems to me that the recent discussion of it is all about his behavior back then, not about new incidents?

It was clearly a form of harassment, and thoughtless, and in poor taste. But I don't know why his new Doctor Who stuff is being canceled now.

Gee, then it must have been his twin, Sean Barrowman, who did similar activities on the Arrow set, as discussed in this very post. Obviously, once someone apologizes they no longer engage in the behavior. Also, there are no statutes of limitation on career consequences for sexual harrassment, as far as I am concerned. That’s separate from the fact that obviously there is a PR angle to those consequences happening now.
