I've been a nail biter for most of my life, but I managed to stop biting my nails last year. I've gone about fourteen months without biting my nails and they're finally starting to look nice, but I don't have any cuticles. I'm assuming it's cause I used to bite them off too, but is it bad to not have any cuticles and will they ever grow in?

Well, in some places cuticle removal is the norm.
Having cuticles is positive because of avoiding germs and infections. Other than that, eh. I'm willing to bet there are even things like "artificial cuticles".

If you mean the band of clear skin along the base of the nail, most people I've seen who are really into manicures and nail polish push that skin back so it's basically gone. So you're not missing anything there, at least aesthetically.

If you mean the skin that grows along the sides of the nail and kind of borders the nail in a nice, shapely way, then I think that does grow back some, over time, but it's slow.

I quit biting my nails for like a year and a half, and I know after a while they lost that raggedy look. IDK if that side skin ever entirely grew back, but it definitely seemed to reassert itself a fair bit over time.
