I wonder why Rome got cancelled while GOT didn't. Is it because GOT already had the writing done for it while Rome didn't?

Rome got cancelled for $$$ reasons - HBO decided it was too expensive to keep up the sets, costumes etc. in Italy. They found this out part way through shooting second season, which is why second season suddenly wraps up like 20 years of plot in 3-4 episodes.

The quick wrap-up is frustrating as well, yet I don’t think the overall quality of the show suffers. Season 1 is definitely stronger on balance, but I happily watch both every couple of years or so.

It’s so sad thinking about what might have been because there’s so much more from that era that they could’ve covered and just didn’t get the chance.

Basically (for me) Rome was wrapped up quickly out of a necessity forced upon the creators and they tried to do what they could, whereas GoT they had the option to do more and essentially couldn’t be arsed, and it shows.
