Terrorists recruit from the slums, so he sends in the secret police to kill absolutely everyone there. He says they were all guilty because not a single person in the slums informed on the terrorists, and then his daughter says the people in the slums didn’t talk to the police because the police never helped the people in the slums to begin with, and then he says the people in the slums didn’t want the police to help them, and then she holds him at swordpoint and the whole conversation falls apart. There’s some later scenes about his guilt and doubt, but I feel like the doubt should have come a little earlier. (And then there’s a scene where, if I’m interpreting the dialogue correctly, he realizes his orders were undermined and the people in the slums were actually evacuated, not killed? But there was an earlier scene where someone went down in the sewers below the slums and smelled rotting flesh, so maybe I misunderstood? This plot is way too hard to piece together.)

Yeah, the Rat King evacuated the slums. I don't think it's specified who the bodies in the sewers were, possibly just causalities that were already there from all the fighting or people who died during the evac. They could also be Reunion, but I think that'd take too much effort to disguise for Ch'en to mistake them as civilians.
