It's complicated.

The fact that she had a college fund means that they cared at some point, since those don't just magically appear whenever a child is born. So why did they raid it? Was it because they stopped caring? Was it because they had no other options? Was it something in between? I'd say it's more of an indicator of "Family Dynamic Some Kind of Fucked" than "Worst Parent Ever."

I would also think it depends whether they were even the ones to create it. I remember some people talking about their grandparents putting aside money for their college only to find out their parents dipped into it.
