I mean, personally I don't think she had to give him more of a presence in the first few books in order to make him less of a cartoon bully. I don't think it actually takes a lot of "screentime" to give a bully character a bit of depth. You just have to write them with a mind to the fact that they're human and have complex motivations, just like everyone.

I disagree. Or, well, I guess I'm not really talking about mitigating circumstances, so much as just a recognition that the circumstances which shape and motivate people are extremely complex (and a recognition that the subject of personal character becomes ever more complicated when you're talking about children).
