Any character with a a shitty storyline could be a wasted character. The only difference between an awesome character that was done dirty and a bad character, is what you wanted them to be for whatever superficial reason you had for immediately liking them and wanting great things from them when they walked into the screen.

I mean, sure. But it's interesting to see which characters people think were "wasted" because it's an invitation to imagine how a story could've been different, and maybe better.
