I'd say it's a little fucked at least and a lot fucked depending on context if they a) told her about the fund so she knew about it or b) didn't actually create the fund, then her parents raided it without again letting the owner or the kid expecting it know (and if it's someone else's money it's theft imo). But...otherwise if the parents owned it, it's not the kid's money, and the fuckery is much less, still depending on context.
