He took a break in the early 2000s, he had a record label and produced Sixpence None the Richer for a while, then dropped out of music to pursue filmmaking. Came back to music with Perfect Foil and also ran a kickstarter to release a never-before-heard live album for Chagall Guevara, since it's something like the 30th anniversary for them.

But man, yeah...lmao even back then I loved "Blew Up the Clinic Real Good" because it was just so, so subversive, probably moreso because it's on the same album as the much more subtle tracks like Jim Morrison's Grave and On the Fritz. It was so naughty but also so on the nose that it went right over the heads of the very people it was mocking. Still does, but yeah, that was where most of the controversy was coming from. Oh, and the same people claimed that the tarot-based art of the cover was satanic, so that was just icing on the controversy cake. Right up there with the Cash Cow lyrics you quoted (THE BEST) I still whip out "ain't nothing wrong with this country a few plastic explosives won't cure!" even if it's. Well. Probably even more inappropriate overall oops.
