LOTR's peak was from 2001 to about 2008, I guess? Before AO3. There was a shit-ton of fic but much of it was on dedicated single-fandom archives, fanfiction.net, and livejournal.

Library of Moria was the biggest all-pairing slash archive, and it still exists: http://www.libraryofmoria.com/

West of the Moon was another big one, recently moved at least some of its works to AO3 through Open Door project
