...okay, I went and looked up the actual CG, and she's still pretty small. The secret's cropped right above her nipples. I'm not sure if that's too much to be considered "flat" or not.

.... I wouldn't say that's "flat" exactly. Kind of look like a neat handful, give or take a little, from what I can see.

Maybe she's looks flatchested when she's wearing the armor? Most pictures I've seen her is of her in her armor, so...
