Yep, that's official art. From the sequel, Fate/hollow ataraxia. She looks much more flat in the Fate/stay night H-scenes... maybe she grew a lot during those few months?

...okay, I went and looked up the actual CG, and she's still pretty small. The secret's cropped right above her nipples. I'm not sure if that's too much to be considered "flat" or not.
