Sorry, damn internet.
It’s difficult because so many things have been mistranslated and retconned.
I’ve been a Bison fan for years and never seen it as a trans thing, just pure sexism. There’s no female kings in Shadaloo, the women are mostly there unwillingly and Bison has always been creepy towards teenage girls in general.
I remember reading a translation from a Japanese source years ago that suggested that Bison wanted to inhabit a female body for the wolf in sheep’s clothing aspect, given the way he treats women throughout the series it makes sense that he views them as weaker. There’s also the fact that Rose looks like the only description we have of Bison’s master who taught him Psycho Power, whom he later killed. Is it leftover guilt?
Add in the fact that Bison is heavily based off of Yasunori Katō who has the tendency to use and harass women throughout his plans and other crossover games show him as a bit of a perve too I think he’s just interested in women in general.

Hello, hello, hello? A bison fan? It's so nice to finally meet a fellow one. :D

I did learn a tiny bit about Yasunori Kato because it turns out there are a ton of Japanese characters from various media that were inspired by him, but it's nice to have it officially confirmed. The information about the wolf in sheep's clothing aspect is something I didn't and wouldn't consider at all. It does make a lot of sense however, and I do see now where the creators were coming from. "Woooah WOAH, bet you weren't expecting from nice, cool Cammy/Rose, were you???"

Thank you anon for shedding some light on a question I always wondered about since I was a kid.
