A lot of people hate to see another person go hungry and ALSO, it's considered rude to eat in front of someone who's hungry, which is why we don't go have picnics on the pavement in front of homeless rough sleepers.

So yes, passing on a meal and then asking for someone else's is entitled and taking advantage of their manners and good nature.
