I kind of agree with you but kinda no. It seemed for ages that you become a Vampire and not only do you loose your soul but a demon takes over, and that undead bloke is literally not the same person as they were before. When Angel got his soul back it over powered the demon and wala, good Angel.

But then Spike started to become good all on his own, and didn't change much once he got his soul back. So I'm thinking maybe the demon that takes over doesn't have a personality, but just exagerates the worst part of the person, and with no soul there's no way to keep it in check. And Spike's non-soul personality eventually overcame the demon by itself and the soul just kind of entrenched that.

Or something. If it makes sense.

First case: No, Angel isn't better than Spike, but Spike isn't better than Angel (though he is better than Angelus).

Second case: Spike is so much better than Angel/Angelus so ha!

Course, I rather like Spike and don't like Angel much (especially in Buffy) so...
