I get where you're coming from, but I honestly don't think it's that tricky?

"Sorry, hugs make me uncomfortable, but thank you very much!"
"I prefer not to do hugs at these things, but I'll shake your hand!"
"Pass on the hug, sorry, I make it a policy not to give hugs to people I don't know, but it's great to hear you enjoy my work!"
"I don't hug, but I appreciate the compliment, thank you!"

If hugs actually do make him uncomfortable, then he definitely would have a response for such instances at the ready. If the response he's arrived at is a flat, humorless, "No," then I think he has a serious lack of empathy.

Being live, on camera, its brings up adrenaline and it's hard when someone does something that makes you uncomfortable to come up with the polite phrasing you seem to think is easy. Even when offstage, if someone does something that makes me uncomfortable, I find it hard to come up with words on the fly that aren't rude.

Maybe you don't have comfort issues with being touched so you don't get it?
