It's been a long time since I used PayPal, but I believe the account balance is first in hierarchy, unless there are insufficient funds, then it goes to bank account (if present), then card. However, I don't think that's guaranteed because some transactions might fall under different banking/payment restrictions and regulations. So, it should, but it might not.
