It's pretty clearly to do with December "Dess" Holiday, who appears to be a missing person and a major trauma point for both Kris and Noelle. Toriel is also kind of a bitch, and I say this as someone who loves her, especially if she's blaming him for Dess going missing like I suspect--and I don't think he actually had anything to do with that beyond people wanting someone to blame for a kid disappearing.

He made an awkward joke because he needed to talk to Toriel about the whole Asriel thing and he wanted to break the ice for that and took an opening because she has been outright avoiding him.

iirc there's hints of him being kicked out of the police force out of some sort of negligence that ended up in the death of december holiday, noelle's sister. which is also a parallel to undertale in which they split over the death of another child: their own.

I don't feel particularly strongly about either of them but asgore is simply the most divorced man on earth

I don't think he was directly negligent, since the implications I get are it's involved with that night the four kids escaped into the forest to explore, but I can absolutely see people blaming Asgore because he was the only policeman at the time and seeing like. The bunker not being secured as an oversight of his.

I don't believe Asgore could be involved, because Dess' father is still friends with him, and even lowkey flirting with him. What kind of negligent, unloving parent would he have to be to be so friendly to the man involved in the death of his own daughter?
