Pretty much, yeah.

That said (and also like fanfic) some of them exploit the framework of their genre to get very meta or to talk about meaty social issues.

I read one where the B-plot was the lead couple exploring the issues of land enclosure (it was Regency-era) and how they might best use their economic clout to support an impoverished region. There was cheese!
