He is designed to be an attention grabbing and intimidating villain, that is not the same as being supposed to be cool. If you think those are the same, then I don't know what to say to you.

Well, a nice start would be to share your definition of "cool" because I think that's where the disconnect is. Admittedly, it can be quite a varied and subjective concept.

For me, Vader is a "cool villain" because he's powerful, threatening, usually composed, and has a dramatic and captivating style.

All the merchandise centered around him begs to differ. Cool is subjective, so just because you don’t think he’s cool, it doesn’t mean he isn’t to others. And it’s quite common to find attention grabbing and intimidating villains cool. If you don’t get any of this, then I don’t know what to say to you.
