According to the entertainment press, the sale of Fox came with a clause that they had to release everything that was on Fox's slate in theaters before sending it to streaming and they weren't allowed to cancel anything that was already in production. So it wasn't that they weren't prepared to not pass on it, it was that they were contractually obliged to not pass on it. Disney did the bare minimum that they could get away with.
