So, you might have found this archive already, OP, but if not: http://www.storiesofarda.com
was a pretty massive LOTR fic space back before AO3 (and also overlapping with AO3 for a while, but in general back in the time when LJ or separate archives were a thing). A lot of the fics that used to be on FF.net or other archives were cross-posted on Stories of Arda, and there was a pretty active community in the comments.

I dropped out of LOTR fandom a /while/ ago so I don't know what the site's like anymore, but fics are still being posted and updated as far as I can see, and the Resources page links to a bunch of the old LOTR fan spaces, including fic archives, if you want to dig around a bit.
