What she did was wrong, but understandable. She had no idea if the aliens would come back once the Doctor was gone. She shouldn't have done it, but her decision in no way rose to the level where it was morally acceptable for the Doctor to interfere in Earth government. 10 feels that just because he cares about Earth and protects it, that means he gets to control it as well. Other Doctors get called out when they cross that line. 10 never does.

On the one hand, from the in-universe Watsonian point of view, Harriet Jones' decision is clearly justifiable. On the other hand, from the out-of-universe Doylist point of view, her decision is clearly justifiable, and this is a case where they are really on the nose about this - it is a very clear-cut analogy to non-science-fictional things from our world. That doesn't mean you have to read it that way, but I think the argument for doing so is pretty clear cut (apart from anything else, Doctor Who is and should always be fiercely anti-Thatcher).

Other Doctors get called out when they cross that line. 10 never does.

I don't think that's true. Isn't calling all that out pretty much the entire point of the specials and the ultimate denouement of the character?
