No. It was intended by the writing staff, after they say Robinson and Siddig's amazing chemistry, and the actors played it up for all it was worth too because they liked the idea, then Berman (fuck you, Rick Berman) found out and killed the prospect. Because Rick Berman is fucking trash.

Personally, although I do ship him with Garak, my favorite Julian ship is him and Miles.

the actors are currently doing podcasts where they live read their own fanfic about the relationship so uh. Yeah. It wasn't just wishful thinking, it's basically canon.
