Everyone is a warrior, but some of those warriors also have actual day jobs. Few of those warriors are full time warriors. It is a society where everyone is in the army reserves, does some weekly practice, and everyone loves war movies. Look back across the last two decades of US culture, it is an exaggerated version of that. Or late Victorian England, everyone is all into Empire and painting maps pink but alongside all the saluting and Rudyard Kipling imperial eulogising, people have to get on with working. We just see the high aristocratic, or active service, Klingons because they are the ones with interesting stories.
