I think of it as a very, like, 2014-2015 One Direction fandom Wattpad kind of thing.

I think the difference is the idea that a prompt is either directed at someone (like someone might announce they're opening their inbox for prompts) or is posted in a specific space for prompts; whereas an imagine is just sort of... thrown out there, like a message in a bottle. The purpose of a prompt is to get a story or art, the purpose of an imagine is (as far as I've seen) to get other people to go 'Yes, that sounds cool/funny/interesting'.
