It's not common enough style in fanart to be that annoyed. Also a lot of fanartists just not good? They just can't do realistic things so they try to imitate impressionist style that ends up not being that good either. So it's not wasted, they can't do realism you want.
Or they just want to do this, an impression of a character. So good for them.
