The mess hall, really? That seems like one of the worst places to do it on a starship.

Voyager was already the USS Invasion of Privacy anyway. Although it was more likely that since it was one of the main sets, that fanficcers were just writing what they knew. It was shown as being closed down for the night several times in the show. It wasn't a 24/7 place like on the Big-D.

Well, if you're a bit of an exhibitionist, it's probably a little more comfortable than the cargo bay floor, an elevator, or a Jeffries tube. But, if for some reason, any quarters were off-limits, I</> would choose the holodeck, one of the lounges, a shuttle, or even the brig (which only seems to be staffed if there is someone being held).

Voyager only had the one crew lounge, and it was attached to the mess hall. Fucking in the lounge would be pretty much the same thing as the mess hall. I'd avoid the holodeck though, you'd have your choice of pervy Irish stereotype maybe walking in on you, or minor power fluctuation turning it into a death trap as per holodeck idiom.

There is the dorsal-forward observation lounge on deck 2, where the officer's mess is, plus the petty officer mess and lounge and enlisted mess and lounge, both on deck 10, but there are also other lounges, like the ventral-forward observation lounge on deck 9A and the aft observation lounge on deck 11.
