I don't watch Breaking Bad, so I'm just going to assume it's because Jesse is an approachable goal for getting on HRT. Jesse is probably within the same age-group as those people who are making the trans headcanons and are watching the show. The rest of the near ubiquity of the headcanon is probably just folks not wanting to rock the boat with those who insist on it, which is a standard fandom experience.

You're right, we should make big old ugly characters who everyone hates our trans headcanons instead, to show that we're really serious about trans rights and not just fetishizing. Or something.

Nah, whatever. Make headcanons all you want. Thought why not Gus Fring, for example, he isn't enough white for you? Or Jane? Trans!Girls are not that fun? This are very hot characters. Anywaaay. As long as headcanons are headcanons and fandom people aren't being aggressive about it's all good.

Oh, but it does seem to be a thing that some people do. Pick the unlikeliest candidates for trans headcanons, that is. Sure, the character might ooze toxic masculinity and is the kind of asshole bully that only a person who grew up being worshipped by society could become, but yeah, transman.

You take your icons where you find them. For example, for the longest time Indian-Americans actually applauded Apu on The Simpsons simple because there was no other representation. In Scotland Ikarus from Eternals is liked, despite being the baddie, because there is fuck all else Scottish in Hollywood. Seriously though, would it have killed them to make the English character the evil bastard, or a white American, you could have had the same subtext and not contributed to the ongoing marginalisation of Scottish characters. The most high profile Scottish actor in work at the moment has to keep playing English people to get onto the screen.

Anyway when representation is thin on the ground, you do what you can with what you have got.

They probably wanted to be different in not having an English person be the bad guy. I mean have you you watched many Hollywood films, English people are always the bad guys.
