Batman works within the system, to try and make it better. What you are describing is the strong man who replaces the system, and that has never gone well in reality.

I'm confused. How does Batman work within the system? He's not a police officer. He's a vigilante. He's literally operating outside of the law. He literally is the strong man trying to replace the system - albeit only part of the system, since he's trying to replace the police but not the courts or the jails, and even with the police there are some police officers he's willing to work with, but still, I don't see how you can see he's working within the system and not trying to replace it. Batman is 100% taking on the responsibility of acting outside the legal system.
