I think video game characters and real women is an apples to oranges comparison when talking about the male gaze. Characters don't have agency. Even the agency they have within the story is what it is because someone wrote it that way, so a female character who chooses to dress sexy because she feels empowered by it and likes flaunting her sexiness, chooses to be that way because some devs had their reasons to write her like that. 99% of the time those reasons are because horny men will buy the game. Real women's choice of dress and sexual presentation can't be boiled down that simply, because there's a vastly wider variety of reasons that change depending on the individual woman.
