"investigation and disciplinary measure"? what the hell is there to investigate? they know what happened, we all saw what happened

as for disciplinary measure... i've seen talk that they should rescind that oscar and that's the start of a slope that's quickly followed by harvey weinstein / roman polanski / john wayne / etc

They should definitely not rescind his Oscar and I don't think they will. Like you said, if they're going to start taking Oscars back over bad behavior there are a LOT of people who've done a LOT worse than Smith.

I expect a temporary suspension from the Academy or something like that, if anything.

(Pure speculation but I would not be shocked if Rock's public statement is along the lines of "I accept his apology and I kind of deserved it."
