It’s not set before TVs were invented, or at least not officially or directly. The movie wasn’t given a clear time it was set in, but the director has alluded to sometime in the first half of the 20th century. Some people think the beginning, which would mean TVs wouldn’t exist, but radios would. But the real life events the movie references in Abuela’s past make many think the movie would be set in the 50s, when both would exist. And I’ve read somewhere(but don’t quote me on this) that some people in Encanto do have radios.

Also, while Isabella only growing flowers may possibly be one, Bruno knowing about telenovelas isn’t a plot hole. No offense, but this is a very Cinemasins way of thinking about plot holes. Bruno knowing about telenovelas is not a plot hole for the same reason Luisa knowing about Titanic, or Hercules and Cerberus isn’t one. Because it’s a very Disney type joke reference to something pop culture related, in the same vein as the Genie’s schtick from Aladdin. It’s not meant to be taken seriously, or have any kind of implications for the setting. Just an offhand joking referenc.
