Steve's a bland character when you try to portray him as lawful good. But this is a fundamental misunderstanding of his character. He's chaotic good.

Agreed! It’s like people forget Civil War and the position he took in it. Because that contradicts the whole “Steve always obeys the law, and is a stickler for rules” nonsense narrative. It’s obviously not the only time it was obvious he was chaotic good and not neutral good, but it’s one of the biggest examples.
