As someone with horrible chronic insomnia, I'd say in this case at first focus on each limb of your body from toe to head and relax them in increments. Whenever your mind jumps up and goes haywire, shut it down by repeating to yourself "sleep" mentally. Not so much forcefully but more as a reminder, just say the word "sleep" calmly and quietly in your mind and breath with it.

Like it's not foolproof obviously, but keeping your body from being tense and your mind quiet is the closest thing you can get to rest. Also a fan might help if white noise doesn't bother you/you tend to notice sounds from your home/streets.
