Literally no. In Winter Soldier when Steve is at the Cap exhibit, he watches a video of Peggy and she says something to the effect of, "Even after he was gone he was changing my life. He rescued a group of soldiers at such and such place, including the man who would become my husband."

She was still talking about Steve when she said “the man who would become my husband”. He used time travel to go to that exact moment to save Peggy, but ended up being saved instead by the past version of himself, who sacrificed himself to save everyone. Peggy was just being purposely vague when she left out that the man who would become her husband was Steve.
