I think Evil Batman might just be Ozymandias.

Probably right. And Ozymandias is pretty awesome, IMHO. Best part of Watchman, hands down.

Nominally, yes? But at the same time I've always thought that Ozymandias was more an evil Doc Savage type of character, where it's all about the fact that he's a normal human who's developed his abilities to the highest pitch of perfection. It's a little unusual because Marvel and DC don't really have any notable characters in that particular vein IIRC but that's the basic deal with the character.

Whereas tonally Batman draws more from characters like the Shadow, the Phantom Detective, the Spider - even though nominally Batman doesn't have superpowers, his stories are still pitched in a more fantastical vein, and tonally all of the darkness, the urban element of Batman's stories, the World's Greatest Detective business and the noir angle that the character has at times really aligns with those characters. And there are Watchmen characters who are much more obviously in that vein than Ozymandias is (Nite Owl and Rorschach).

So if I were trying to envision an evil Batman, I would probably think of a World's Greatest Criminal type thing, a master thief and plotter, like a Diabolik-esque character.
