It's about the more dimensional and interesting character he could've been. It's like, what if the narrative had actually allowed him to be a complex character, and not just a one-dimensional bully? Draco Malfoy works very well as a character in a YA book, because his function in the narrative is uncomplicated. He exists to be easily identifiable as a POS with no positive qualities to speak of, so that when Harry is tormented by him, young readers can feel a strong and uncomplicated sense of outrage and injustice, and when Harry inevitably triumphs over him, young readers can feel a strong and uncomplicated sense of triumph and satisfaction. But a lot of older readers look at the character and just see a missed opportunity to add depth and dimension to the story by having a personality foil for Harry who isn't so one dimensional. *shrugs*
