Definitely. I'm usually numb to emotions a lot and watching most media I don't feel much at all - even though there's no doubt that there's media with heavier emotional themes, fanfiction and the vast majority of the ships I've shipped have been the thing that make me feel something to the point of crying & feeling emotionally invested in (which helps since you can go look up tags like angst and hurt/comfort - even going way back to ffnet days it was easy to just pick the two genre tags like romance and hurt/comfort or angst to find the stories I'm looking for.)
