I think that character journey would make more sense if we had seen literally any of that before Endgame. Bit odd to have 5+ movies on one kind of character journey and then in the last movie completely reverse that.

I can buy that they might have been intending to have him retire at the end, but with Sharon, but then executive meddling ruined the setup they were planning to do for that relationship and they ended up doing what they did. It didn't come across well to a lot of over-invested fans and they threw a shitfit (especially after Civil War), so Marvel did a backtrack retcon to shoehorn Peggy into Endgame.

After all, these are the people who lied about Endgame being a time travel movie.

It was seeded throughout all the Captain America movies. It was even the thing Loki used in Avengers Assemble to try and drive a wedge in the team. Steve can never switch off, and he carried an increasing sense of weariness over it throughout.

The TV show has no relevance to this discussion.

But we don't see this until Endgame. Everything before that him learning to move on from his past and growing to love the world he is now.

No, it wasn't. The previous movies showed Steve moving on and learning to live in the present, and two seasons of Agent Carter showed Peggy moving on from Steve and finding love and happiness with another man.
