1 - It's a power or empowerment fantasy

2 - Bad politicians are just notoriously hard to get rid of. They often just sort of slither back a few years later and mess up some more things.

That being said, I have a feeling OP might have been quite happy recently.

Not OP, but even as an American (so spoiled for choice of asshole politicians) Boris Johnson wins a booby prize for being a disgusting, small minded, selfish little shit. It's not just that he's bad at his job, he's actively fucking his country over.
